Phyllis Katherine Werre was born on September 28, 1939, to Emila "Katie" Kathryn (Giest) and Johann Philip John Werre, at Aberdeen, South Dakota. She joined her sister Mildred and Leona on the farm north of Roscoe, South Dakota. In August of 1941, sister Janice was born and completed their family. Phyllis was raised on the farm and loved her cats and dog, Skippy. She earned a scar on her forehead by trying to get milk for her cats. On the farm is where Phyllis decide she did not like anything with feathers! The farm raised sheep, cows, chicken, pigs, ducks, geese and turkeys. Along with flax, wheat, barley, corn and oats.

Phyllis was baptized, confirmed and married at St. Paul Evangelical Lutheran Church at Roscoe. She attended and graduated from Roscoe Public School in May of 1958. After graduation from high school, she attended summer school in June of 1958 to receive her teaching certificate. Phyllis started teaching school at Glenham, South Dakota. Education was key to Phyllis. She loved to teach and she loved to learn. Phyllis continued her education during the summers and eventually took a break from teaching to obtain her master's degrees in Elementary Education with Special Education graduating in August of 1970 and in Administration in 1973. She was proud of all the students whom she taught at Glenham, Mobridge, Conde (substitute), Doland, Clark Colony, Hillcrest Colony and Redfield. Phyllis spent thirty-five years in education at the various schools.

On May 31, 1963, Phyllis married Calvin "Cal" Huber at St. Paul Evangelical Lutheran Church at Roscoe, South Dakota. From this union, Cal and Phyllis were blessed with two children, Kenneth Christ and Elisabeth "Lisa" Joyce.

Phyllis and Cal owned and operated the Conde Locker at Conde, South Dakota from 1964 to 1968. In 1969, they purchased the Clark Locker at Clark, South Dakota, which they owned and operated. Cal and Phyllis lived in Selby, Conde, Clark, Redfield, and Huron.  Later, Phyllis moved to Sioux Falls but returned to Huron.

Phyllis learned to crochet, knit, embroidery and cook from her mother, Katie.  Phyllis loved to read, play cards and play board games. Phyllis was an active in Lioness, Women in the Church and served as a church deacon. Phyllis loved to talk to people. She had also worked at the Redfield Press and Kmart.
